Ethics and Governance in AI: An African Societal Perspective on Lesotho

Abstract
Ethical considerations in artificial intelligence (AI) have emerged as a critical issue in governance across African societies, particularly within Lesotho's socio-political context. The study employs a mixed methods approach, combining qualitative interviews with purposive sampling of policymakers, technologists, civil society organizations, and community leaders. Quantitative analysis involves surveying the general public to gauge their understanding and acceptance of AI ethics in governance. A thematic analysis of interview transcripts revealed that there is significant concern among stakeholders about data privacy breaches and algorithmic bias, with a notable proportion (38% of respondents) expressing fear over potential misuse of personal information by AI systems. Public surveys indicated a preference for transparency and accountability in AI applications. The findings underscore the need for robust ethical frameworks to guide AI development and deployment in Lesotho, ensuring fairness, privacy, and public trust. Policy recommendations include mandatory data protection laws, independent oversight bodies, and regular public consultations on AI policies. A multi-stakeholder dialogue forum should be established to address emerging challenges and promote informed decision-making.
