Abstract

Artificial Intelligence (AI) has evolved from a theoretical concept into a transformative force that permeates nearly every sector of society, introducing complex ethical and moral challenges concerning accountability, transparency and responsibility. This study examines how moral responsibility is distributed among developers, corporations, policymakers and end users in the deployment and governance of AI technologies. Employing a qualitative research approach grounded in literature review and conceptual analysis, it synthesizes academic discussions, policy frameworks and case studies from international organizations such as UNESCO, the OECD and the European Commission. The analysis reveals that moral responsibility in AI cannot be confined to a single entity. rather, it must be shared collectively across multiple levels of design, implementation and regulation. Despite the widespread adoption of ethical principles-such as fairness, accountability and transparencywithin AI governance frameworks, enforcement remains uneven and fragmented, creating a persistent gap between ethical ideals and real-world application. The study further highlights the need for clearer governance mechanisms, enhanced stakeholder collaboration and stronger institutional oversight to ensure ethical compliance. It argues that sustainable and morally responsible AI deployment requires continuous human supervision, transparent data governance and interdisciplinary cooperation among technologists, ethicists and policymakers. Ultimately, moral responsibility in AI extends beyond technical standards or regulatory compliance; it represents a broader societal duty embedded in cultural, philosophical and institutional contexts. By emphasizing shared accountability and proactive ethical engagement, this research underscores the importance of integrating moral reasoning into every stage of AI development to ensure that innovation serves humanity equitably, respects human dignity and aligns technological progress with the collective social good.
