Leveraging AI for Inclusive Higher Education

Abstract
This chapter examines how artificial intelligence is reshaping inclusion, equity, and governance in higher education. Drawing on global policy frameworks and contemporary research, it analyzes the opportunities AI offers through adaptive learning, accessibility tools, analytics, and multilingual support, while highlighting the risks posed by algorithmic bias, surveillance, infrastructural disparities, and uneven institutional readiness. The chapter develops a critical framework that integrates principles of Universal Design for Learning, design justice, data ethics, and human-AI collaboration to evaluate the conditions under which AI strengthens or undermines inclusive education. The chapter concludes by proposing policy, pedagogical, and accreditation-level recommendations that foreground equity, accessibility, and transparency. By linking technological innovation to ethical governance, the chapter advances a human-centered vision of AI that supports diverse learners and promotes socially just digital transformation.
