Abstract
Rural communities worldwide remain excluded from quality healthcare, education, and social services due to persistent structural and infrastructural inequities. With the digital divide limiting access, Artificial Intelligence (AI) offers new opportunities to address these gaps. This narrative literature review critically explores AI interventions across healthcare, education, and welfare, drawing on global case studies, policy reports, and research. AI enhances diagnostics, telemedicine, and patient monitoring in resource-poor health settings; supports adaptive learning and intelligent tutoring in education; and strengthens welfare targeting, grievance redressal, and legal aid within social services. Nonetheless, risks of algorithmic bias, privacy concerns, cultural misalignment, and digital illiteracy hinder equitable adoption. Using frameworks including the Capability Approach, Socio-Technical Systems Theory, and Technology Acceptance Models, the paper argues for inclusive AI ecosystems through ethical design, community participation, and regulatory oversight.
